Bharat Electronics’ HAMMER Missile Joint Venture Analyzed

Bharat Electronics Limited (BEL), a key defense manufacturer in India, saw a 1.87% increase in its stock price to Rs 411.35 following a significant partnership. This involved a joint venture with Safran Electronics and Defence (SED) of France to produce the HAMMER precision-guided air-to-ground missiles within India. This collaboration is expected to bolster India’s defense capabilities and support the nation’s ‘Make in India’ initiative.

Key Points

  • BEL and SED formed a JV for HAMMER missile production in India.
  • The HAMMER missile is proven combat-ready, suitable for Rafale & Tejas.
  • JV will be a 50/50 company, fostering local defense supply chain.
  • Indigenization target: 60% electronics, parts, sub-assemblies produced locally.
  • BEL handles final assembly, testing, quality assurance during production.
  • This partnership strengthens India’s defense industry, promoting self-reliance.

The HAMMER missile itself is a “combat-proven” weapon, designed for accuracy and compatibility with aircraft like the Rafale and LCA Tejas. This means it’s already been tested and shown to be reliable in real-world situations. The joint venture will create a company where BEL and SED share ownership and responsibilities.

The agreement was officially signed in New Delhi on November 24, 2025, by BEL’s Chief Managing Director, Manoj Jain, and SED’s Executive Vice President, Alexandre Ziegler. Senior officials from the Ministry of Defence and Safran leadership were also present. This formalized an earlier understanding reached during Aero India 2025, further solidifying the commitment to this project.

Crucially, the joint venture will focus on gradually increasing the amount of parts and components made within India. Initially, the goal is to reach 60% self-sufficiency, particularly in areas like electronics, mechanical parts, and smaller sections of the missile system. BEL will remain responsible for the final stages – assembly, testing, and ensuring the highest quality standards are met.

BEL’s involvement in this project is vital to India’s strategy of becoming more self-reliant in defense manufacturing, a concept known as “Aatmanirbhar Bharat.” BEL is a “Navratna” PSU – a highly respected government-owned company – and it already produces electronics and systems for the Indian Army, Navy, and Air Force.

As of September 2025, the Indian government still held a 51.14% stake in BEL. The company’s financial performance was also strong, with a 17.87% increase in revenue to Rs 5,792.09 crore and a significant jump in net profit to Rs 1,287.77 crore, driven by solid Q2 FY26 results.

Ultimately, this partnership represents a significant step towards strengthening India’s national defense capabilities through innovation and local manufacturing.
